Nigeria’s 650,000-barrel-per-day Dangote refinery is undergoing test runs for gasoline production, with full operation expected by mid-September, according to a note by industry monitor IIR Energy.

The $20-billion Dangote refinery, built by Africa’s richest man, Aliko Dangote, on the outskirts of Lagos, began operations in January after years of delays.

Dangote, which has so far only produced diesel and other distillate fuels, had earlier said that gasoline deliveries from the refinery would start in July. Before that the refinery had aimed to start making the motor fuel by May.

It is possible that there could be further extensions, IIR said in a note to clients.

Emails to Dangote were not delivered and calls did not connect.

Once fully operational, the refinery is set to upend the Europe-to-Africa fuel trade and reduce Nigeria’s reliance on imported refined products.

The Ministry of Youth and Sports has revealed that a total of $2.5 million was paid directly to the Ghana Broadcasting Corporation (GBC) for broadcasting the 2023 African Games.

In a statement signed by the sector Minister, Mustapha Ussif, it was noted that payments of $1 million and $1.5 million were made to GBC on March 13, 2024, and May 22, 2024, respectively.

The statement also clarified that an additional $1 million was paid to third parties as per GBC’s instructions, in line with the contract.

During his appearance before the Public Accounts Committee (PAC) on Monday, August 19, 2024, Ussif confirmed, “GBC was the official broadcaster for the 13th African Games, and I can confirm that full payment has been made to GBC.”

Although he couldn’t specify the exact total, he mentioned, “I can’t recall the precise amount, but I know it exceeds $3 million.”

However, the Director-General of GBC, Professor Amin Alhassan, clarified that the state media house received only $105,000, not $3 million as stated by the Sports Minister.

“We facilitated payments to foreign third parties who handled the production, not for the benefit of GBC. GBC’s share, I repeat, was $105,000, and that is what we received.”

Despite this, the Ministry maintains that payments to third parties were made solely based on GBC’s instructions after an agreement was reached and signed.

It was reported that some media organizations quoted $6 million to produce the events, but the Ministry opted for GBC due to their lower quote of $3.6 million. The agreement with GBC was based on the understanding that the state broadcaster would engage third parties to help fulfill their obligations. The total agreed amount was $3.6 million.

“From the total amount, $2.5 million was paid directly to GBC in two tranches: $1 million on 13th March 2024 and $1.5 million on 22nd May 2024.”

Popular Ghanaian artist King Paluta has responded to a viral video of a church congregation dancing to his latest song, “Makoma.”

The video, posted on X by user EdHub, captures an energetic congregation singing and dancing to the track during a live service.

In a light-hearted reaction, King Paluta joked, “Make nobody write apology letter come again o,” alluding to a previous incident where Rev. Dancehall artist Stonebwoy has disclosed that his road manager, Chief Stylz, was recently the victim of an armed robbery. During an interview on GTV, Stonebwoy shared details of the harrowing event, explaining that it occurred just after he had parted ways with Chief Stylz and another friend.

Stonebwoy recounted that Chief Stylz was dropping the friend off at home when two armed robbers attacked them as soon as they arrived. The robbers, holding them at gunpoint, stole their vehicle, a Benz C300, along with their phones, money, and other valuables.

Apart from the woman who died following a stabbing in Manchester and has been named as 43-year-old Alberta Obinim, two other people also sustained life-threatening injuries after suffering “serious stab wounds” at a property in the Gorton area of Manchester in the United Kingdom.

The two victims battling for their lives are Elder Joshua, who leads the Ghanaian community Baptist Church in Manchester and the suspect’s junior sister.

The suspect, a 22-year-old man has been arrested on suspicion of murder following the incident, which happened at around 11.20 pm on Sunday in Barnard Road, Gorton in the United Kingdom, Greater Manchester Police said.

The Police have said they arrested the 22-year-old man at the scene, where the woman died from her injuries.

The junior sister of the victim is a 17-year-old girl and 64-year-old Elder Joshua have been taken to hospital with “life-threatening injuries”, after suffering “serious stab wounds” at a property on the road, the police said.

Police are speaking to witnesses to establish the full circumstances surrounding the incident.

However, early indications suggest the suspect was known to the victims, and it is being treated as an isolated incident.

Community leader, Ibrahim Abu, described Ms Obinim as a “lovely woman” who “always made sure people were smiling”.

He told Sky News the news of her death had come as a “big blow” to the community.

“Yesterday she was at church, dancing and praising. She was at church… and we wake up and hear she has died,” Mr Abu said.

He said the community is “pleading to God” to help heal the two other injured victims.

“We hope they will come back to us in good health,” he said.

A crime scene is still in place on Barnard Road while police continue to investigate.

It was not the speech Joe Biden wanted to give. At least, not this year, under these circumstances.

But if anyone knows how quickly fortunes can change, it’s this president – whose personal and professional life has been scarred by tragedy and adversity.

Speaking to a packed arena in Chicago on the first night of the Democratic National Convention, Mr Biden offered a full-throated defence of his presidency – touching on many of the themes that he campaigned on in 2020 and again this year before abandoning his re-election bid in mid-July, a few weeks after a catastrophic debate performance.

“Like many of you, I gave my heart and soul to this nation,” he said, towards the end of a nearly hour-long address punctuated by raucous shouts of “Thank you, Joe”.

Mr Biden had walked out onto the stage after being introduced by his daughter Ashley and wife, Jill, who told the audience she “saw him dig deep into his soul” when he decided to exit the presidential race.

After hugging Ashley, he put a tissue to his eyes to dab away the tears.

The president touched his heart, and stood a little straighter at the lectern, flashing a toothy smile as the crowd continued to cheer.

His speech had a keen eye on his place in history but he spent time singing the praises of his vice-president – the woman he hopes will succeed him in the White House.

“Selecting Kamala was the very first decision I made when I became our nominee and it’s the best decision I made my whole career,” he said. “She’s tough, she’s experienced, and she has enormous integrity.”

Unlike his Oval Office address four weeks ago, Mr Biden did not speak directly of passing the torch to a new generation – but the message was clear enough. After the president concluded his remarks, Ms Harris and her husband Doug Emhoff came out to embrace Mr Biden and his wife, Jill.

“I love you,” the vice-president mouthed to Mr Biden after their hug.

While Mr Biden spent much of the end of his speech focusing on Ms Harris – a tacit acknowledgment that how she fares against Donald Trump in November’s vote could make or break how history, and his party, remembers him – many of the evening’s earlier speakers directed their tributes to the current White House resident.

It started with a planned – but unannounced – appearance by Ms Harris herself, who took the stage to thunderous applause.

“Joe, thank you for your historic leadership and for your lifetime of service to our nation and for all you continue to do,” she said. “We are forever grateful to you.”

Who Is Kamala Harris?

Later, Delaware Senator Chris Coons – one of Mr Biden’s closest allies – took his turn singing the president’s praises.

“I’ve never known a more compassionate man than Joe Biden,” he said. “I’ve never known a man who has taken from his own loss and his own faith and delivered so much for the future of so many others.”

Hillary Clinton offered her own tribute when she appeared on stage earlier in the evening, telling the crowd that Mr Biden had “brought dignity, decency and competence back to the White House”.

The 2016 Democratic nominee received an extended ovation, and she noted that while she did not break the “highest, hardest glass ceiling” by becoming the first woman president, “on the other side of that glass ceiling is Kamala Harris taking the oath of office”.

The reception Mr Biden received from the packed Democratic convention hall was equally electric. The Democrats here in Chicago have been jubilant all day. But the cheers for the president could be as much a sign of gratitude for his grudging decision to step aside as it was a tribute to a storied political career that began in 1972 when he was first elected to Congress at the age of 29.

Tomorrow, Barack Obama will address the convention crowd. On Wednesday, Bill Clinton will have his turn. Both are former presidents who stood for – and won – re-election.

Mr Biden will not have that opportunity. Instead, he was left to define and defend his legacy as a one-term president in a speech that, barring a major national event in the next five months, will be his final address to a massive American television audience.

Toward the end of the speech, he quoted a line from a song, American Anthem.

“Let me know in my heart when my days are through, that America, America, I gave my best to you,” he said.

The crowd erupted in another round of applause.

Eight years ago, Mr Biden passed up a presidential bid in favour of Mrs Clinton – under some not so subtle pressure from Mr Obama. Four years ago, he won the nomination, but the Covid pandemic denied him an opportunity to bask in adulation of a packed Democratic convention hall and the celebratory post-speech balloon drop.

This, then, was as close to a Democratic convention moment in the spotlight Mr Biden will get.

After his speech concluded – past midnight on the US east coast – the president left the arena and headed to Air Force One for a flight to California for a holiday. His time in Chicago, at this Democratic National Convention, was measured in hours, not days. And despite his desires just a few months ago, his remaining time as president will be measured in months, not years.

The International Monetary Fund (IMF) has disclosed that government may introduce the suspended 15 percent value-added tax (VAT) on electricity if inflation rate continues to decline.

Government suspended the plan to implement the VAT on electricity after public outcry on the hardship the tax may bring on consumers, particularly residential.

However, the IMF in its July 2024 Country Staff Report hinted that government may implement the policy if inflation goes down.

“On the revenue side, implementation of VAT on residential electricity (expected yield 0.17 percent of GDP) was suspended due to strong social resistance. The authorities are committed to implementing this measure when the inflation dynamics are more conducive,” the IMF said on page 10 of the report.

The VAT on residential electricity was initially announced as part of revenue-generating measures under the IMF-supported COVID-19 recovery efforts.

A letter from the Ministry of Finance, signed by former minister Ken Ofori-Atta and dated January 1, 2024, directed the Electricity Company of Ghana (ECG) and Northern Electricity Distribution Company (NEDCo) to implement the VAT for residential customers above a specified consumption level.

Government suspends VAT on electricity

Government suspended the planned implementation of the 15 percent Value Added Tax (VAT) on domestic consumption of electricity on February 7, 2024.

This was after Organised Labour threatened a nationwide demonstration against the implementation of the tax.

Organised Labour at the time warned that it would demonstrate on February 13, 2024 if the policy was not totally withdrawn.

The Ministry of Finance in a response said “On behalf of the Government, Ministry of Finance would like to inform ECG and NEDCO to suspend the implementation of the VAT directive pending further engagement with key stakeholders, including Organised Labour.”

“The Ministry expects that these engagements will birth innovative, robust, and inclusive approaches to bridging the existing fiscal gap, while bolstering economic resilience.”

Current inflation trend

The Ghana Statistical Service has reported that annual inflation had slowed to a 28-month low of 20.9 percent in July.

This is the slowest pace since March 2022 – compared to 22.8 percent June this year.

At least 20 Nigerian university students were abducted by gunmen who ambushed their vehicles in the country’s north-central region, police said Friday.

The students were travelling to the south for a conference of medical students when they were ambushed in Benue state on Thursday evening, according to Benue police spokesperson Catherine Anene.

The attack happened along Benue’s Otukpo road, a notorious hotspot for kidnappings.

Such kidnappings have become common in parts of northern Nigeria, where dozens of armed groups take advantage of limited security presence to carry out attacks in villages and along major roads.

Most victims are released only after the payment of ransoms that sometimes run into the thousands of dollars. The attacks have also forced many to abandon road trips.

The students kidnapped in Benue were from the University of Maiduguri and the University of Jos, both in northern Nigeria.

Their respective student groups condemned the attacks and urged authorities to secure their release.

It was not immediately clear what group that carried out the attack or where the captives were taken. The police did not provide any update about rescue efforts.

“We are devastated by this senseless act,” Ijabani Bajam, a student leader from the University of Maiduguri, said in a statement that called for the safe return of the students.

In Ghana’s vibrant music scene, some of the biggest names are not just connected by fame but by blood as well.

Surprisingly, four of the country’s most prominent artistes share family ties that many fans might not be aware of.

Despite their family bonds, these stars have carved out individual paths in the industry, often navigating complex relationships along the way.

King Promise and KiDi

It was revealed during an episode of United Showbiz that King Promise and KiDi are cousins.

This revelation surfaced after a dispute between the two, sparked by King Promise’s management asking for his verse to be removed from KiDi’s hit song Enjoyment.

Despite this tension, their connection remains strong. Following a joint performance, King Promise took to social media to acknowledge their relationship, posting:

“Big love, cousin! I remember when we began this music journey, like yesterday! Proud of you, like you are of me!”

While the two artistes have pursued solo careers, they remain major figures in Ghana’s music scene.

Interestingly, despite their shared family background, their musical styles differ significantly, and they haven’t collaborated on many projects, partly due to past disagreements.

Shatta Wale and Stonebwoy

Another surprising connection exists between two of Ghana’s biggest dancehall artistes, Shatta Wale and Stonebwoy. Known for their rivalry in the music industry, few people are aware that they are actually related.

This surprising detail was shared by Shatta Wale’s mother, Elsie Avemegah, during an interview on Peace FM in 2019.

According to Madam Elsie, Stonebwoy and Shatta Wale are cousins, with both hailing from the Ahiableh family. She explained that while neither artist may be aware of this connection, Stonebwoy’s mother is her aunt, making the two artistes family.

“Both of them are not aware, but I know that Stonebwoy’s biological mother is my auntie. I am from the Ahiableh family, and Stonebwoy’s uncle is Ahiableh, and my grandfather is Ahiableh. So they are related, and they both don’t know,” she shared.

Despite their familial bond, Shatta Wale and Stonebwoy have been perceived as fierce competitors within the industry, often labelled as rivals. Their ongoing feuds have overshadowed the fact that they share the same lineage.

These revelations highlight the complex and intertwined relationships in Ghana’s entertainment industry, where family ties can coexist with fierce professional competition.

Former AIDS Ambassador and actress Joyce Dzidzor Mensah has reached her breaking point, taking a firm stand against the constant negativity she has faced from the blogging community.

Frustrated by bloggers who have sensationalized and exploited her struggles for clicks and traffic, Joyce is now demanding a change in how these digital commentators operate.

In an interview with Graphic Showbiz on Sunday, August 11, 2024, Ms. Mensah opened up about the ongoing bullying and harassment she has endured at the hands of bloggers. She is calling for a transformation in the industry, urging bloggers to focus on positivity instead.

She expressed her frustration over how some bloggers consistently overlook her positive achievements, such as her acting and music career, and her collaborations with legendary artists like Ivorian music icon Freddy Meiway. Instead, they choose to amplify controversies and scandals that have negatively affected her life and reputation.

“Social media bloggers are mostly interested in negative news because that’s what sells and they hardly support new talents. If we could all support new talents and not only dwell on negative news always, that would help our industry.

“This has to stop. If we want to see the growth we desire in our industry, our bloggers must learn to limit the way they fuel negativity. Even with issues that are not big, they escalate them, which is not fair, especially to us. It takes a toll on us heavily”, she said.

Ms. Mensah voiced her concerns passionately, highlighting how the creative industry is being undermined by bloggers who prioritize sensationalism over upliftment. She is now advocating for a more thoughtful approach, where bloggers consider the impact of their words on the lives of creatives and focus on promoting positivity and good news.

Turning her attention to her budding music career, Ms. Mensah shared insights into collaborating with established artists. She mentioned that her debut single “Tatata” featured the legendary Ivorian musician Freddy Meiway, but she believes that such collaborations, while beneficial, are not the only path to success in the music industry.

In her opinion, the fast development and popularity of social media had levelled the playing field, giving new and emerging artistes the chance to leverage these platforms to showcase their talent and connect with a large fan base without relying solely on collaborations with popular musicians.

To her, social media has democratized the music industry, providing a level playing field for new and emerging artistes to showcase their talent and connect with audiences worldwide.

“Making it big in music doesn’t solely depend on collaborations. Collabo is just an aspect of the art. These days, the digital media system has a way of favouring any type of music. Breakthroughs can come from any angle. New media has brought out numerous talents that were hidden for long, making the competition very tight.

“Unlike in the past where one could just pay a radio station to promote their songs. Nowadays, you could invest huge sums of money into music promotion and before it gets any attention, someone would also release something hotter than yours on social media and overtake yours,” she said.

A bus carrying young Ivorian nationals on an excursion to Ghana was involved in a tragic accident at Anomabo in the Central Region on Monday.

The incident occurred when the bus, upon reaching the Anomabo Hospital, veered off the road and overturned, trapping its passengers inside.

Although the exact cause of the crash is still unclear, eyewitnesses suggest that overspeeding may have been a contributing factor.

The accident reportedly resulted in one fatality, while several others sustained injuries.

It took the combined efforts of some victims and bystanders to overturn the bus and rescue the trapped passengers.

The injured were subsequently taken to a nearby hospital for treatment.

Dr. Serebour Quaicoe, the Director of IT at the Electoral Commission (EC), has encouraged presidential candidates to seek financial support from their backers to raise the GH₵100,000 required for filing fees.

Ahead of the December 7 election, the EC has stipulated that male presidential candidates must pay GH₵100,000, while female candidates and those with disabilities are required to pay GH₵75,000. For parliamentary candidates, the filing fee is set at GH₵10,000, with a reduced fee of GH₵7,500 for female candidates and individuals with disabilities.

The announcement has sparked mixed reactions, with some expressing concerns that it could make candidates susceptible to the influence of financial backers.

However, Dr Quaicoe has asserted that the decision to contest an election is a collective affair.

The former EC Director of Electoral Services was speaking at a forum organized by the Institute of Democratic Governance (IDEG) in Accra on Friday.

“Contesting an election is not an individual issue, if you don’t have the money you should be able to mobilize from your supporters.

“So if you are saying you want to be the president of Ghana and you not mobilizing people to pay  100,000 then how are you going to do the campaigning?” he admonished.

A man involved in the brutal lynching of emerging musician Nana Yaw, known as Wyllbee, has sought spiritual protection from Prophet Paul Kusi Appiah, claiming he is being haunted by the ghost of the deceased. The man, who asserts that his role in the incident was minimal, has reportedly been experiencing disturbing visions and unsettling encounters with Wyllbee’s ghost since the tragic event.

According to the pastor, the man is already spiritually dead and would need a significant sacrifice to undo the harm. The pastor also warned that everyone involved in Wyllbee’s killing, whether directly or indirectly, including the musician’s lover and the police, would face a similar fate.

Wyllbee, a musician based in Sowutuom, Accra, tragically lost his life in a case of mistaken identity at Abuakwa-Tanoso in the Ashanti Region. Reports indicate that Wyllbee had traveled from Accra to Kumasi to visit his girlfriend. However, he was mistakenly identified as a thief by the community, who brutally beat him, inflicting severe injuries. He was later transferred to the Okomfo Anokye Teaching Hospital, where he succumbed to his wounds.

The man seeking spiritual help claims that although he did not actively participate in the beating, he merely touched Wyllbee with his leg. Despite this, he believes Wyllbee’s ghost has been tormenting him ever since. Additionally, a bodybuilder who was involved in Wyllbee’s killing has since passed away, further heightening fears among those involved.

In a strongly worded statement, Kwesi Arthur expressed his frustration, stating that he has remained silent for too long while his name has been exploited for marketing and publicity.

The rapper accused Efia Odo and her team of deliberately using his name as a promotional tool, especially when releasing new music or shows. He expressed disappointment that despite the repeated allegations and scenarios involving him, many remain unaware of the manipulation behind these actions.

Kwesi Arthur also expressed frustration with those in his circle who have stayed silent on the matter, as well as with fellow artists who continue to associate with Efia Odo despite her alleged attempts to tarnish his reputation.

Speaker of Parliament,  Alban Sumana Kingsford Bagbin has clarified the circumstances surrounding the adjournment of the House on July 30.

The Speaker in a statement, which was made available to the Ghana News Agency said the decision to adjourn the House Sine die on 30th July, was not made in isolation.

“This date was informed by the Parliamentary Calendar of the Fourth Session of the Eighth Parliament, which calls on Parliament to adjourn at the end of July,” he stated.

“This guide was discussed on several occasions at pre-sitting meetings of the Speaker, and Leaders and agreed to, weeks before the 30th of July 2024.”

Following the adjournment of the House, Speaker Bagbin said on 31st July, the Office of the Speaker received a request for a recall of Parliament to a parliamentary Meeting, pursuant to Article 112 (3) of the 1992 Constitution and Order 53 of the Standing Orders of Parliament.

He noted that this request was submitted by members of the Majority side, led by Mr Alexander Kwamina Afenyo-Markin, the Majority Leader and New Patriotic Party (NPP) Member of Parliament (MP) for Effutu.

He said the request outlined several matters alleged to be emergencies and needed urgent consideration.

“I was urged, as Speaker of Parliament, to recall the House, which had been adjourned sine die, a day earlier, on the 30th of July 2024,” he said.

In his response to certain issues related to the adjournment particularly as these had been raised by the Majority Leader, Mr Afenyo-Markin, at a Press Conference after the adjournment sine die, the Speaker said: “In my capacity as the Speaker of Parliament, it is part of my duties to uphold the principles of transparency, accountability, and due process”.

“It is also my duty to uphold the dignity and integrity of Parliament, MPs, Officers and Staff of the Parliamentary Service”.

He said he had throughout his tenure as Speaker, not only sworn but committed to doing exactly that with all my heart and with all his might.

“I am therefore duty bound to clarify the circumstances surrounding the adjournment of the House on July 30, 2024, and to correct any erroneous impressions that may have arisen as a result of the adjournment and the reactions thereafter,” he said.

The Speaker reiterated that it was vital that the facts were understood clearly, and that the dignity and integrity of this institution remains unblemished.

“Firstly, I have been accused of prioritising international travel over parliamentary business and of unilaterally deciding to adjourn the House on 30th July 2024,” he said; adding that “These accusations are unfounded and are made in bad faith.”

Speaker Bagbin said as the official reports, voice, and video recordings of proceedings of the House would clearly demonstrate, he consistently communicated to the House the agreed adjournment date throughout the meeting.

He said the adjournment was neither sudden nor unilateral in this regard as evidenced by the contents of the official reports of 6th, 11th, 25th, and 26th July 2024.

“It is for this purpose that the House prioritised some agenda items and I committed to sit late hours till midnight to ensure that all the prioritised businesses are completed before the House adjourned sine die on the agreed 30th July 2024,” he said.

“This was particularly so because in the last week to the adjournment, both Deputy Speakers had to be unavoidably absent from the jurisdiction and I had to sit throughout the sittings, as captured by the official reports.”

Speaker Bagbin said admittedly, in the last three days, to the date of the adjournment, the Majority Leader proposed an extension of the meeting to the 2nd of August 2024; declaring that the Minority Leaders opposed the proposal.

He said the Majority Leader was reminded of the commitment of Parliament to send a delegation led by the Speaker, together with the leadership, inclusive of the Majority Leader and Clerk to Parliament to attend a conference in the United States of America.

Speaker Bagbin said this conference had been agreed to and paid for by Parliament even before the commencement of this meeting.

He said the Speaker, Clerk to Parliament and the former Majority Leader, Mr Osei Kyei–Mensah–Bonsu, being members and Co-Chair of the International Advisory Council of the Conference had to depart earlier.

He said the Speaker had thus committed to leave the jurisdiction on the night of the 30th of July.

“It would mean that from the night of the 30th and the next day the 31st, the Speaker and both Deputies Speakers would have been unavoidably absent from the jurisdiction,” he said.

“The Majority Leader later informed me the Second Deputy Speaker would have returned by the 29th of July to preside on July 30, if permitted by me.

“He also argued that a member could be elected to preside in the interregnum. I enquired to know whether he had discussed this with the Minority Leaders. His answer was in the Affirmative. A later enquiry reveals that his answer was inaccurate.”

Speaker Bagbin said further, the attention of the Majority Leader was drawn to the state and tempo of the House and the high risk of disorder, especially as, he the Majority Leader had, as leader of Ghana’s delegation to the ECOWAS Parliament, agreed to host a delocalised meeting of the ECOWAS Parliament at Winneba, without the knowledge of the Speaker or the Clerk to Parliament, from the 29th July to the 2nd of August, 2024.

Speaker Bagbin said the Majority Leader was thus visibly absent on the floor of the House, most of the 29th and 30th July 2024.

He said the Second Deputy Speaker never arrived as submitted by the Majority Leader until the 31st of July after the House had adjourned sine die.

He said while a member elected could have presided in the absence of the Speaker and Deputy Speakers, it was essential to understand that the presiding member could not have effectively handled administrative matters during this period nor presided over the House to take any substantive decision.

Adding that again, at the beginning of the year, the Leadership of the House and the Parliamentary Service Board had decided that the chamber be retrofitted in preparation for the 9th Parliament.

He said the urgency of addressing structural defects and replacing the audio and video equipment could not be overstated as many had witnessed the failure of the equipment and some parts of the structure of the Chamber in recent times, which had in some instances led to the abrupt suspension of sittings or adjournment.

“If Parliament does not undertake this work now, it will face significant challenges in finishing the necessary preparations before the transition to the ninth Parliament,” he said.

The Speaker said the Chamber of Parliament was being retrofitted, and upgraded, and was unavailable for use by Parliament now.

He said it was important to note that the request for the recall was based on Article 112 (3) and not 113.

He said it was not a recall based on an emergency; stating that the reasons stated in the request were misconceived and were meant to throw dust into the eyes of the unsuspecting public.

Speaker Bagbin said consequently, most of the issues outlined in the request, including the motion on the $250 million Financing Agreement, are businesses before the House before the recess.

He said for instance, the Motion on the loan of $250 million was tabled, debated, and rejected by the House prior to the adjournment of the House sine die.

He said at all material times, therefore, matters, which had been prioritised and agreed to, including the Affirmative Action (Gender Equality) Bill were handled and passed before the adjournment sine die. “Consequently, I categorically reject the erroneous impression created by the Hon. Majority Leader that my actions were unilateral or that I placed personal travel above my duties to the House and nation,” he stated.

Speaker Bagbin said the decisions taken were in the best interest of the nation, and the institution of Parliament and were made with the full involvement of the leadership of Parliament.

Speaker Bagbin said as he had intimated several times to the House before the adjournment sine die, he summons Parliament to meet on Tuesday, 3rd of September, at a place and venue to be communicated as soon as one becomes available; saying “Order 53 cannot therefore be fully complied with”.

“I assure the public that I remain committed to my Oath to inter alia “faithfully and consciously discharge my duties as Speaker of Parliament.”
